OF THE PLANNING AND GENERAL PURPOSES COMMITTEE
HELD AT EPPING HALL ON TUESDAY 11th MARCH 2008

408. APOLOGIES FOR ABSENCE
There were no apologies for absence.
409. CONFIRMATION OF MINUTES
Committee RESOLVED to approve the minutes of the meeting on 26th
February 2008.
410. DECLARATIONS OF INTEREST
Cllr Murphy declared a non-prejudicial interest in EPF/0293/08 Cllr Macrae
declared a non-prejudicial interest in EPF/0311/08.
411. REPORTS AND INFORMATION NOT REQUIRING A DECISION OF COMMITTEE
The Clerk advised Members on a road closure to Bury Lane for resurfacing
works. The Clerk also advised Members of a meeting with officers of the
district and county councils chaired by Cllr Mrs Janet Whitehouse and also
attended by Cllr Ben Murphy. The meeting discussed highways issues and
how dialogue may be improved between the three councils to ensure better
outcomes. It was agreed that the local highways engineer will call to see
the Clerk on about a monthly basis to pick up any local concerns. There
will be a quarterly meeting between officers of the three authorities at a
more senior level and the idea of holding a meeting with interested
Members was also considered. Practical arrangements to bring this meeting
forward will be discussed further.
412. PLANNING APPLICATIONS
Six applications for planning permission were considered and the plans
inspected.

Committee strongly object to
this application. It will lead to a significant overdevelopment of
the site and a lack of amenity to both neighbours and the new resident
by reason of overlooking and lack of private amenity space. Access
onto the highway will also create difficulties and since the new
dwelling will be very visible from the green belt, care should be
taken in respect of visual amenity from the green belt.
