MINUTES OF THE PLANNING AND GENERAL PURPOSES COMMITTEE HELD AT EPPING HALL ON TUESDAY 20th NOVEMBER 2007

254. APOLOGIES FOR ABSENCE
No apologies for absence were received.
255. CONFIRMATION OF MINUTES
The minutes of the meeting held on Tuesday, 6th November 2007, were confirmed.
256. DECLARATIONS OF INTEREST
Cllr Smith declared a prejudicial interest in application EPF/2225/07, also a non-prejudicial interest in EPF/2375/07.
Cllr Mrs J. Hedges, who was in attendance at this meeting, requested a record of her non-prejudicial interest in application EPF/2375/07 be recorded.
257. REPORTS AND INFORMATION NOT REQUIRING A DECISION OF COMMITTEE
The Clerk advised Members of a letter from Mrs Eleanor Laing M.P. relating to Committee’s resolution of objection to the closure of local post offices. Members were also advised that EFDC have commenced an equality survey in parts of Epping. Members were advised that an objection to the development in High Road, Epping, for sheltered flats had received an objection from Natural England, however, that objection had been omitted from the district council’s evidence at the recent planning enquiry.
258. PLANNING APPLICATIONS
Six applications for planning permission were considered and the plans inspected.
259. CONSULTATION ON PROPOSED CHANGES TO HARLOW WALK-IN CENTRE AND THE A&E DEPARTMENT AT PRINCESS ALEXANDRA HOSPITAL NHS TRUST.
Committee considered the consultation documents and a briefing note on this matter prepared by Gill Ratcliff. Members RESOLVED that Committee’s response would request the services to remain as they are with the Walk-in Centre and the Accident & Emergency Department being retained as separate entities within Princess Alexandra Hospital. Committee took the view that current difficulties in accessing GP services out of hours are a significant reason to maintain the existing Walk-in Centre. The cost of the recent building works at the hospital and the disruption caused by those works and the cost of the extensive refurbishment of the Walk-in Centre at its creation were clearly very significant and it does not seem sensible to abandon the facilities thus created or disrupt further the main part of the hospital.
260. EPF/0055/07 – CURRENT EPPING INFANT SCHOOL, CORONATION HILL – THE DEMOLITION OF THE EXISTING INFANT SCHOOL AND ITS REPLACEMENT WITH A 420 PLACE PRIMARY SCHOOL
Committee considered the application and supporting documents and RESOLVED that the application should be supported.
261 CONSULTATION: ESSEX COUNTY COUNCIL (B1393 HIGH STREET/THORNWOOD ROAD, EPPING) (COMBINED SPEED LIMIT) ORDER 200*
Committee considered the consultation document in relation to the above matter and RESOLVED to support the extension of the existing 30 mile per hour speed limit.
262. EFDC PLANNING DECISIONS
Committee NOTED the decisions of Epping Forest District Council Area Planning Sub-Committee East.
