63.       APOLOGIES FOR ABSENCE

 

Apologies for absence were received from Councillor Mrs Hedges, because of District Council responsibilities, Councillor Macrae, because of professional responsibilities and Councillor Miss Starling, because of professional responsibilities.

 

64.       CONFIRMATION OF MINUTES

 

Committee RESOLVED to approve the minutes of the meeting held on 17th June 2008.

 

65.       DECLARATIONS OF INTEREST

 

Councillor Murphy declared a non-prejudicial interest in applications EPF/1128/08 and LB/EPF/1129/08.

 

66.       REPORTS AND INFORMATION NOT REQUIRING A DECISION OF COMMITTEE

 

The Clerk advised Members of the imposition of two Tree Preservation Orders, one for 64B Bower Hill (TPO/EPF/24/08) and the other for land to the south of Brook Road, Epping (TPO/EPF/25/08).

 

67.       PLANNING APPLICATIONS

 

Twelve applications for planning permission were considered and the plans inspected.  In addition, Committee considered a Notification of an Appeal which was received following agenda preparation.

District Council has notified  Committee that an appeal against refusal for the above application has been lodged with the Secretary of State.  Committee considered whether or not to add any further comments on this matter but it was RESOLVED that no further comments should be made.

Conversion of existing outbuilding into dwelling ancillary to existing house.

Committee object to this application because the site is situated in a metropolitan greenbelt area and permission (EPF/2143/06) has already granted some ancillary development at this site.  If the proposal is that this new application should take the place of the earlier permission, then the same conditions should apply.  It does not appear that the new development is an ancillary development but rather a new dwelling in the greenbelt and Committee cannot approve this kind of inappropriate development.

Committee note the changes to this application.  However, the proposals still appear to represent an over-development of the site. Committee therefore object to this application because the elevated position of much of this site means that particular care needs to be given, not only to the overall effect created by the proposals, but also the overlooking of neighbouring properties and the loss of amenity from noise, including parking activities, from the proposed dwellings at the rear of existing residential properties.  Committee was also concerned that the increased  pressure from parking and access to the proposed development will create new highway problems and therefore overall, Committee still consider this proposal a gross over-development of a small site.
