application because the elevated position of much of this site means
that particular care needs to be given, not only to the overall effect
created by the proposals, but also the overlooking of neighbouring
properties and the loss of amenity from noise, including parking
activities, from the proposed dwellings at the rear of existing
residential properties. Committee was also concerned that the
increased pressure from parking and access to the proposed
development will create new highway problems and therefore overall,
Committee still consider this proposal a gross over-development of a
small site.
