MINUTES OF THE PLANNING AND GENERAL PURPOSES COMMITTEE

HELD AT EPPING HALL ON TUESDAY 20TH MAY 2008

24.       CONFIRMATION OF MINUTES

 

Committee RESOLVED to approve the minutes of the meeting on 6th May 2008.

 

25.       DECLARATIONS OF INTEREST

 

Councillor Murphy declared a non-prejudicial interest in application TPO/EPF/0748/08.

 

On behalf of Councillor Mrs Hedges, the Clerk advised Committee of Mrs Hedges’ request for an entry to be made in the minutes to make it clear that as a member of both the Town and District Councils, she will consider all matters at District level taking into account all relevant evidence and representation at the District tier.  Therefore, she cannot be bound in any way by any view expressed in the parish tier or by the decisions of this Committee.

           

26.       REPORTS AND INFORMATION NOT REQUIRING A DECISION OF COMMITTEE

 

Councillor Macrae reported some limited repairs to the footway outside the shoe repair shop in the High Street, but also reported that the complete replacement of block work had not been finished.

 

Councillor Avey requested information in regard to the Station Road closure and was advised at the extent of that closure.

 

Councillor Macrae asked for an update on the progress of the replacement bus shelters in the High Street.  The Clerk advised Members the matter was in hand and that he was reasonably confident that new shelters would be erected within about an eight week time frame.

 

The Clerk advised Committee of the revision of the 40 mph section in Lower Bury Lane which had first been placed before Committee approximately two years previously.

Seven applications for planning permission were considered and the plans inspected.

Committee object to this application.  Committee wished to transmit a balanced view to the District Council on this matter. Overall, Committee feel that the design has many positive features and is generally a good approach to this development site.  However, Committee had significant concerns that, on the western side of the site, the height and close proximity of development will be overbearing and very detrimental to the amenities of existing properties.  Committee feel strongly that this feature of the design should be rethought.
